To increase the odds, go to where other women are a minority in numbers (which is almost nowhere). Military towns always have more Guys than women but moving is a bit too drastic for many women. You'd be surprised how many are still active all over the country and you'll find more 'manly men' here than the big city academic fluff.
So then, where should you position your army, where are the high grounds?
Well, clubs and noisy bars are a bad place to position yourself. You're competing with too many other women, being judged solely on looks and no one can hear your brilliance.
Go to everyday places where no one is particularly tense from the idea of
"OK, I gotta meet someone tonight." That stress is removed.
And, with an 'anywhere practice,' you are always 'in practice' and you'll sharpen your social skills from greater use. They'll become second nature to you. Get it?

On line for a bus
On line anywhere (bank, deli, cashier)

Sporting goods stores
Weekend jobs
Volunteer efforts
In the Elevator
On the stairs
At the mail boxes
At the gym, especially in the weight room, not yoga.

At male dominated activities (flying, cars, races, horse races)

electronics stores and conventions (especially near big screen tv's)
Conventions of most kinds.
Mens' Clothing Stores
Farms
Autoparts stores
Places where they sell DVDs and CDs
Sandwich shops (not salad places).
At the grocery store
Hardware stores
Car dealerships
Truck dealerships
Museams
Sitting on the steps of a large building.
Public lunch gathering areas.
Public atrium
Smoking areas (out front of large buildings).
Sports bars
Sporting events
